Van Ginkel was expected to leave Chelsea on a temporary basis this summer – only for a knee injury to prevent a deal from going through.
However, he could be handed the opportunity to enjoy some much-needed game time in January.
Speaking to Omroep Brabant, PSV sporting director Brands admitted the Holland international is very much on his radar.
He said: “We need to check with Chelsea.
“Of course he’s on our list, but we must also see if there is a spot for him at this time in our team.
“That question will be answered by our technical staff.
“We need to check with Chelsea.”

“We need to look even if he is feasible. We have not enquired with Chelsea yet.”
Van Ginkel has so far made four first-team appearances for Chelsea.
But his chances of featuring under Antonio Conte this term seem slim given N’Golo Kante, Nemanja Matic, Cesc Fabregas, Nathaniel Chalobah and Ruben Loftus-Cheek’s presence in west London.
